'Indra and Soma, lords of cattle, masters, cause prayers to swell' [RV 9.65.17bc]:
Indra and Soma desired: 'May we two attain sovereignty and overlordship over all creatures.'
They saw this opening verse.
They praised with it.
Then indeed they attained sovereignty and overlordship over all creatures.
He who has praised with this opening verse attains sovereignty and overlordship over his own people.
'To Indra, O drop, accompanied by the Maruts' [RV 9.65.22a]: he should make this the opening verse for a member of the royal class.
Indra is the ruler; the Maruts are the commoners.
Thereby they make the commoner obedient to the ruler.
Therefore the commoner is obedient to the ruler.
'Who conquers and is not conquered' [cf. RV 9.65.22b]: he indeed conquers and is not conquered.
'Approaching, he slays the enemy' [cf. RV 9.65.22c]: blowing away from elsewhere, as it were, approaching, he slays the enemy; no enemy rises up against him.
'Do thou purify thyself, winning thousands' [cf. RV 9.65.24a]:
He who wins all, he is victorious.
Winning all, he conquers all.
He who has praised with this opening verse is victorious.

He slays evil foes.
1.95.p4
'Soma [slays] the ungenerous' [cf. RV 9.61.25b].
1.95.p5
For ungenerous ones, as it were, attach to him whom they accuse falsely.

'Going to the appointed place of Indra' [cf. RV 9.61.25c].
