Unlike the political stability of the Mauryan empire, this period was marked by continuous changes in the boundaries of power and immense cultural and linguistic differences. The only cohesive factor was trade, which had been initiated in the Mauryan period, as a stable government ensured communication between various parts of the empire and encouraged active internal trade. Contact was established with many parts of western Asia and the Mediterranean by means of envoys. This naturally helped foreign trade, and the influx of foreigners, Kushans, Sakas, and Indo-Greeks, gave even more impetus to trade relations with these areas.
