According to Ludwig the Vedic *Sabhā* was an assembly not of all the people but of the Brāhmaṇas and Maghavans or the rich aristocrats (*Vedic Index*, II.426). The word *sabheya*, 'worthy of the assembly' is taken by Keith to support this view. Vedic *sabheya* (IV.4.106) corresponds to *sabhya* of classical Sanskrit (*sabhāyāṁ sādhuḥ sabhyaḥ*, IV.4.105), which must have been applied only to those who were privileged to become members of the *Sabhā*.
