²³ *Kāśi* (IV.2.116). Pāṇini does not mention Kāśi as an independent monarchy like Kosala, and Magadha. The omission may be accidental, or due to political reasons reflecting the condition when Kāśi lost its separate identity and was under the control of Magadha. Pāṇini also mentions the term Vārāṇasī (the capital of the Kāśi *janapada*) in a *gaṇa* IV.2.97, and its citizens as *Vārāṇaseya*.
