v1.c31.91

The first two classes bear the portrait and the symbol of Gondopharnes, with the names respectively of Sapedana and Satavastra and the style 'Great King, King of Kings,' which is only one degree inferior to the most lofty title assumed by Gondopharnes, viz. 'Great King, Supreme King of Kings.' Such a style can only mean that, even in the reign of Gondopharnes, the allegiance of the governors to the suzerain was becoming merely nominal.
