v2.c24.79
The *dēmos* was not a monolithic entity. It was composed of various groups with different interests and aspirations. In Athens, the *dēmos* included the wealthy, the middle class, and the poor. While they all shared a commitment to the democratic system, they often disagreed on policy. The *dēmos* was capable of great wisdom and great folly. It could be swayed by demagogues, and it could be driven by fear and anger. Thucydides is critical of the *dēmos*, but he also recognizes its power and its importance. He does not see the *dēmos* as inherently good or evil, but as a force that must be understood and managed.
