The famous Hāthigumpha inscription of Khāravela (first half of the second century B.C.) mentions a league of Tamil states that was 113 years old at the date of the inscription and had been for some time a source of danger to the Kalinga kingdom. This shows that the different states of the Tamil country were, even at that early age, capable of entering into enduring diplomatic relations and pursuing a steady policy towards neighbouring states, near and far.
