Hastivarman was not much affected when Samudragupta invaded his territory. At the time the eastern Deccan was cut up into a number of minor kingdoms, among them Kosala, comprising the modern districts of Bilaspur, Raipur, Sambalpur and part of Ganjam; Kurāla, the region around lake Colair; two small kingdoms in the Ganjam district with capitals at Koṭṭūra and Erandapalla; two more in the Godāvari district with Pishtapura and Avamukta as capitals; Devarāshtra (i.e. Elamanchili) in the Viśākhapatnam district, and kingdoms with Palakka and Kusthalapura as capitals. We have little definite knowledge of the political position of these Southern states or of their relations with one another.
