v1.c18.s1.1
Legislative Authority.—During the period still called ‘ the good times of Mewar,’ the prince, with the aid of his civil council, the four ministers of the crown and their deputies, promulgated all the legislative enactments in which the general rights and wants of the community were involved. In these the martial vassals or chiefs had no concern : a wise exclusion, comprehending also their immediate dependents, military, commercial, and agricultural. Even now, the little that is done in these matters is effected by the civil administration, though the Rajput Pardhans have been too apt to interfere in matters from which they ought always to be kept aloof, being ever more tenacious of their own rights than solicitous for the welfare of the community.
