It is thus clear that ancient Indian thinkers regarded the state as an organic whole. They no doubt regarded the king and the government as the most important limbs of the organism, but others, if less important, were also indispensable for the proper functioning of the body politic. We should not also forget to note that the organic conception of the state is only partially true. The cells and limbs of an organism have no separate existence of their own and cannot function independently. Such is obviously not the case with at least some of the constituents of the state. Forts and resources can exist independently and may be wielded into a new state by some groups of the subjects, who may not be able to see eye to eye with the old government.
