We have very little information as to the intercourse between the two countries waging war with each other. Since we find passports necessary for foreigners entering the country in normal times, it is quite likely that all communications might have been stopped with the declaration of war. States must have naturally taken care to see that merchandise and provisions of their own country did not pass into the possession of the opponent to strengthen his fighting power. When, however, frontiers were extensive and administration inefficient, some amount of trade might have continued stealthily. There was blockade by sea and enemy ships were seized, as happened at Kalyan in the Śaka-Sātavāhana war.
