The *Arthashastra* is quite clear on the point, that in spite of a certain degree of legal protection, a *ganika* was not a free agent. She was not only expected to inform the Superintendent about the payment and other sums she had received, but also about the conduct and character of the persons who visited her. This was done in order to enable the state to keep track of dangerous and undesirable persons.
