The fairs and festivals were occasions when large quantities of wine were consumed. During the feasts (*utsava*), on the occasion of animal sacrifices (*samaja*), and on picnics or excursions (*yatra*) people were allowed to distil their own liquors for a period of four days. But this freedom was subject to the condition that they paid to the Superintendent licensing fees which amounted to five per cent *ad valorem.*
