The rule was that the clients should drink inside the bar and that they should not all leave together. This was done in order to keep a check on the articles which they might have acquired by foul means. If some of them were found possessing gold and other articles not rightfully belonging to them, they were arrested outside the bar by the order of the Superintendent. Likewise those persons who appeared too extravagant and who seemed to be spending beyond their means were arrested under suspicion.
