Daṇḍa nīti is described by K. P. Jayaswal as the ‘ethics of the executive’² with which Goshal does not agree.³ We shall now proceed to examine the interpretation of Jayaswal in the light of other Arthaśāstra texts. Like his master Kauṭalya, Kāmandaka speaks of four sciences which tend towards the welfare of the world.⁴ Of these daṇḍa nīti treats of nayās or modes of policy which are known as नयानयौ both in the Kauṭalīya and the Śukranītisāra.⁵
