1. Kauṭalya’s treatise is a practical manual on statecraft. Practical application of administration could not be effected without treasure to fall back upon. To this end expediency dictated recourse to certain ways of raising revenue, unscrupulous under normal circumstances but justifiable as measures of desperate necessity.
