§ 122. In Śānti-Parvan, Chapter 107 is devoted to the characteristics of the g a ṇ a s. There are traces in the discussion which indicate that the characteristics given go back to fairly early times. It is nowhere contemplated that the gaṇas owed allegiance to monarchs, far less that they were conquered. This would relate to a period before the rise of empires.
