At certain places the local residents (naṭṭār) were allowed to decide criminal cases. An inscription at Neḍuṅguḍi in the Pudukkoṭṭai State records how a local dispute was decided by the naṭṭārs. It states that the residents of Uñjanaipparru, Niyamapparru, Kaḷanivāśalparru and Āḍalaiyūrnāḍu, met together to try three private individuals, who with the help of the army of one Malavarāyar caused disturbance in the country and killed twenty men in a fight, and punished the guilty men.⁶²
