Kauṭilya does not agree to this view. In his opinion, water-route does not admit of any way to help in danger (*saṁruddhagati vipadi sarvato-niruddhagamanah*). It cannot be used in all weathers (*asarvakālikaḥ*) (‘such as rains’), is more exposed to risks, without remedies against them.
