In his progresses, whether excursions or incursions (*niryāṇo abhiyāne cha*), the road will be lined on both sides (*ubhayataḥ*) by police bearing *lāṭhīs* (*Daṇḍibhiḥ*) who will clear it of all armed persons (*apāstaśastrahasta*), ascetics, and cripples. The king must not enter a crowd (*Na purushasambādhamavagāheta*) [*Ib.*].
