**Objectives of Mantra or Policy.** Mantra is described to be *panchāṅga*. The policy of government is bound up with the consideration of the following five subjects. The first will be Ways and Means of ensuring the defence of the country and proper foreign relations (*karmaṇāmārambhopāyaḥ*). The second is the resources of the State in men and material (*purushadravya-sampat*). The third is the determination of time and place for action (*deśakālāvibhāgaḥ*). The fourth subject is provision against unforeseen calamities (*vinipāta-pratīkāraḥ*). The fifth is successful prosecution of administrative measures (*kāryasiddhiḥ*).
