c9.221

To facilitate collection of tolls and prevent their evasion, it was laid down that commodities were to be sold only at the appointed place and could not be sold in the place where they were grown or manufactured (*Jātibhumīshu cha paṇyānāmavikrayaḥ*) [II. 22]. But customs dues were not levied upon them until they were offered for sale. Thus purchase of goods direct from mines, fields, flower-, fruit- and vegetable-gardens was variously fined [II. 22].
