**Taverns : Restrictions on Sale of Liquor.** Taverns (*pānāgāra*) were allowed only in towns and the quantity of liquor to be sold was restricted so as not to cause intoxication (*pramāda*) to workmen, undignified behaviour (*maryādātikrama*) among the gentry (*Ārya*) or want of sanity (*utsāhabhaya*) in soldiers (*tīkshṇa*) 'who may lose their marksmanship.'
