Recruitment. In view of the highly responsible character of their work, the members of the Secret Service were recruited from the tried men of the Civil Service, the *Amātyas*, whose purity and integrity were proved by all tests (*upadhābhiśuddhāmātyavargo gūḍhapurushānutpādayet*).
