Besides the Treasury-house at headquarters, the *Sannidhātā* was also to build on the borders of the country (*janapadānte*) against emergencies palatial mansions by employing as builders criminals condemned to death (*abhityaktaịḥ purushaiḥ vadhyaiḥ*), who are to die after the completion of the building, so that their designs and plans by which its treasures are stored will remain a secret.
