The ministers in a body (*samagrāḥ Mahāmātrāḥ*) are to bring together the Heads of Departments in the Districts in a meeting and explain to them the general revenue position of the Province with reference to revenue receipts, expenditure, and surplus (*Prachārasamaṁ Mahāmātrāḥ samagrāḥ śrāvayeyuḥ avishamamātrāḥ, prachāro janapadaḥ jānapadān sadasi melayitvā bodhayeyuḥ ityarthaḥ*). A minister keeping aloof or misrepresenting accounts is punishable.
