After emphasising the need of adequate naval and military defence, general protection of the people and enforcement of the social order, Bṛhaspati wants that rest-houses should be provided for the convenience of travellers, temples and schools, tanks and fields should be looked after, festivals should be encouraged and public houses and harlots should be controlled.⁶
