Besides, if a *dhimmi* buys *‘ushri* land, it becomes *kharāji*.¹ If the owner of *kharāji* land turns Muslim, his land remains *kharāji*.² Land developed by Muslims with *kharāji* water is also *kharāji*.³ All the water carried in channels dug or controlled by the state is *kharāji*; so is water contained in reservoirs built with public money.⁴
