In Smith's judgment (1914) the *Arthaśāstra*, then, was "a pre-Maurya work, an authoritative account of political and social conditions in the Gangetic plain in the age of Alexander the Great" (325 B.C.). The book was, moreover, regarded as a treatise such as had no reference to the "Dravidian kingdoms of the South, which were organized in other fashions".
