[Prefixes] specifying the meaning of an affix [are] as follows: "Being resolute, he becomes virtuous"—*sumanāyate*; "becomes wicked"—*durmanāyate*; likewise *abhimanāyate* ("becomes proud"). "He raises the tail"—*utpucchayate*; "spreads [it] out"—*vipucchayate*; "turns [it] around"—*paripucchayate*. "He arranges baggage"—*saṃbhāṇḍayate*; "gathers robes"—*saṃcīvarayate*. "Discards with the hand"—*apahastayati*; "puts on armor"—*saṃvarmayati*; "binds with a noose"—*saṃpāśayati*; "crushes into dust"—*avacūrṇayati*; "strips with cotton"—*avatūlayati*; "cuts around with an adze"—*parivāsayate*; "praises with verses"—*upaślokayati*; "strokes the hairs smoothly"—*anulomayati*; "loosens fetters"—*vipāśayati*; "shakes out tufts of hair"—*vitūstayati*; "examines form"—*nirūpayati*; "puts on garments"—*parivastrayati*; "loosens the saddle"—*utparyāṇayati*.
1.22 [Objection:] Now, why are these [prefixes] not denoters (*vācaka*) of the specific actions themselves? For that which is understood from a word's usage is denoted by it.
[Answer:] It is not so; because by rules such as "From *bhṛśa*, etc., in the sense of becoming, when not expressing change (*acvi*)" (Pāṇini 3.1.12), the affix is introduced solely in the sense of 'becoming' (*bhavati*), etc.
[Objection:] Do not say so; I am not asking about the *kyaṅ*-ending form, but rather the *ṇi*-ending form. There, the rule is operative: "From *śabda*, *vaira*, *kalaha*, *abhra*, *kaṇva*, and *megha*, in the sense of making/doing (*karaṇa*)" (Pāṇini 3.1.17). And consequently, because the affixes *ṇiṅ* and *ṇic* are prescribed in the general verbal sense characterised as 'doing' (*karoti*), in examples such as "he raises the tail" (*pucchasyodasanaṃ karoti* -> *utpucchayate*) and "he marches with an army" (*senayābhiyānaṃ karoti* -> *abhiṣeṇayati*), while the sense of 'doing' is expressed by the affix, the specific actions such as 'raising' and 'marching' are expressed by the prefix—therefore, they must possess denotative capacity (*vācakatva*).
[Reply:] It is answered: here, by the word *karaṇa* ("doing"), the general action common to all verbal roots is not referred to, but rather specific actions whose own nature is undetermined, such as 'raising', 'marching', and so forth.
