"The mantra is:"
Bhagavān Vairocana, having recollected all the Tathāgatas, empowered both himself and Vajrapāṇi to be unproduced from the very beginning, and said to the Vajradharas headed by Vajrapāṇi: “Sons of good family, listen in detail to the chapter outlining the activities of the maṇḍala named ‘Turning the Wheel of Letters,’ which is the active presence of the Buddha's activities for bodhisattvas who engage in the bodhisattva deeds through the gateway of secret mantra!” Then Vajrapāṇi again bowed down to Bhagavān Vairocana, descended from the vajra-lotus seat in the manner of bringing down the vajra, and praised the Bhagavān: / “Homage to you, the mind of awakening! / Homage to you, source of awakening! / Homage to your active form, the bhūmis, / And the pāramitās! / Homage to you who acts as the primary origin! / Homage and bow to emptiness!” / After the Lord of Secrets, Vajrapāṇi, had thus praised the Bhagavān, he addressed the Bhagavān: “Bhagavān, Lord of the Dharma, out of compassion for us, please explain what we must possess in order to accomplish the welfare of sentient beings and completely fulfill the practice of secret mantra just as spoken.” When he had so spoken, Bhagavān Vairocana said to the Lord of Secrets, Vajrapāṇi: / “I was proclaimed the lord of the world, / The primeval one of the world. / I teach the unexcelled, primordially tranquil, / Incomparable Dharma.” / Then, after the Bhagavān had spoken these verses, he performed such an empowerment so that by that empowerment those bodhisattvas and those Vajradharas saw the Bhagavān sitting on the supreme essence of awakening, free from elaboration like space, having the character of the yoga of non-duality with respect to activity, appearing like the ripening of karma.
