問：「比丘都不誦戒，又不知法種種僧事，而多度人、或作三師。有所犯不？」答：「此人尚不應食人信施，況復度人！」

Question: "If a bhikṣu does not recite the prātimokṣa at all and does not know the Dharma and the various saṃgha matters, yet ordains many people or acts as one of the three masters, does he commit any offense?"
Answer: "Such a person should not even consume the offerings of faith from others, let alone ordain people!"
