問：「比丘都不誦戒，又不知種種僧事，而多度人或作三師，有所犯不？」答：「此人尚不應食人信施，況復度人！」

Question: "If a bhikṣu does not recite the precepts at all and also does not know the various matters of the saṅgha, yet ordains many people or acts as one of the three masters, does he commit any offence?" Answer: "Such a person should not even consume the offerings of faith given by others, let alone ordain people!"
