問：「犯戒比丘得度人不？」答：「若犯重，無復度人之理。若犯決斷，同上未滿五臘者。若犯餘輕戒，要須懺悔，然後得度。」

Question: "May a precept-breaking bhikṣu ordain people?"
Answer: "If he has committed a grave offense, there is no reason for him to ordain people anymore. If he has committed a saṃghāvaśeṣa, it is the same as the one above with less than five years of seniority. If he has committed other light offenses, he must repent first, and only then may he ordain people."
