At that time, the Buddha's maternal aunt, the bhikṣuṇī Gautamī, addressed all the bhikṣuṇīs, śikṣamāṇās, śrāmaṇerikās, upāsikās, and all women, saying: "The great benefit of the Buddha's Dharma, all its merits, and its three kinds of retribution are fully possessed only within the ocean of the Tathāgata's Buddha-Dharma. All sentient beings have a share in it, yet for all of us women, the Tathāgata did not give permission. This is because all women have many doubts and perplexities, and are attached and find it hard to let go. Because of attachment, their various fettering karmas bind them boundlessly, and delusion and craving cover their minds. Because the covering of their minds is heavy, they are submerged in the waters of craving and cannot emerge on their own. Because of their two-finger wisdom and because of their indolence and arrogance, in their present bodies they cannot adorn bodhi or attain the thirty-two marks. Within saṃsāra, they lose the superior fruition possessed by a wheel-turning sage king of gathering sentient beings with the ten virtuous dharmas, and they also lose the unsurpassed position of a Brahmā king who is able to establish the true Dharma and encourage, inspire, and beseech so that all sentient beings obtain benefit and joy. For this reason, the Tathāgata does not permit women who delight in being disciples. Māra Pāpīyān and all non-Buddhists with wrong views have, through the long night, harbored evil and crookedness, clinging to false doctrines, destroying the true Dharma, and defaming the Buddha, Dharma, and Saṅgha; for this reason, the Tathāgata did not permit women who delight in entering the Buddha-Dharma. For the sake of all women, I requested the Tathāgata three times, wishing to seek the Buddha-Dharma, and even up to three times he would not grant permission. At that time, when my wish was not fulfilled, I harbored grief and regret in my heart, sorrowful, sad, and distressed. I then left the Jetavana, my eyes filled with tears of sorrow.
