The Commentary states: This is the second, the Buddha's answer. First, he states it, and next he explains it; this is the first. In Vasubandhu's intention: 'startled' refers to shock and panic, meaning there are sentient beings who fear that this classic is not the practice of the correct path; 'terrified' refers to fright, [fearing] that cultivating and studying in reliance on prajñā cannot sever doubts; 'afraid' refers to refusing to cultivate and study in the end because of being startled and terrified. If there is someone who stays far away from these states, they are called 'not startled, not terrified, and not afraid.'
