1.82

次第問者，請決所疑也。居士寶蓋乃至師子吼等十千人無能答者，如來放光，不知欲說何等法？非下位所知，如來出定會當自說，所以不答也。

"In succession, he asked" means requesting a resolution to his doubts. As for "from the householder Ratnacchattra up to Siṃhanāda and others, ten thousand people, none was able to answer": when the Tathāgata emitted light, they did not know what kind of Dharma he wished to expound. It is not something known by those in lower ranks; when the Tathāgata emerges from samādhi, he will certainly expound it himself, and therefore they did not answer.
