From "Great Kings! In future ages, when this sūtra is circulated" onward is the seventh: admonishing the various monks who do not rely on the teachings of the seven Buddhas, but rely on the Buddha-Dharma to seek worldly fame and profit, going before the kings to expound on their own the causes and conditions that destroy the Buddha-Dharma. The text has three divisions: first, explaining that monks and others expound the Buddha-Dharma perversely; second, from "Those kings, failing to discern" downward, explaining that the kings do not understand the Three Jewels; third, from "At that time" downward, the extinction of the correct Dharma.
