Regarding the listing of the monk assembly, there are two parts: first, listing the assembly of manifest renown; second, listing the assembly of hidden practice. Since the initial [phrase] says 'known to the multitude', we know they are the assembly of manifest renown. The next does not say 'known to the multitude', yet they equally obtain the prophecy of attaining Buddhahood; hence they are the assembly of hidden practice. Because adapting to and converting [beings] takes many directions, the sages are either manifest or hidden. Furthermore, the first is purely an assembly of adepts (aśaikṣa), and therefore comes first; the next mixes trainees (śaikṣa) and adepts, and therefore is placed behind; also, the former assembly was large in number, and the latter assembly was small in number.
