The commentary says: This is the second [part], the reply, which has a simile and an application. In the first, the Jiang, the He, and the Huai are similes for the practices of the three vehicles; the ocean is a simile for the Buddha-path. “Because their sizes differ” is a simile for how the minds of the three vehicles are wide or narrow. “Their depths are distinct” is a simile for how the cognitions of the three vehicles differ in superiority and inferiority. In accordance with the previous two meanings, their names are each distinct. “When they are all in the ocean, it is only called ‘ocean water’” is a simile for the three vehicles together entering the thusness of the emptiness of dharmas of the ten grounds, where it is only called the Buddha-path and the names of the three vehicles disappear. One should know that the distinct practitioners of the three vehicles are all on the path of skillful means prior to the grounds; none among them will not ultimately enter the right contemplation of thusness. Therefore, the three vehicles ultimately have no different destination, just as the various teachings and dharmas together enter the single taste. The words of the application of the simile are clear in the text.
