九成行故者，謂令眾生成普賢行，一行即一切行，初發心時便成正覺，具足慧身不由他悟等。

Ninth, "to accomplish practice": this means causing sentient beings to accomplish the practices of Samantabhadra, wherein one practice is identical to all practices, attaining true awakening at the moment of first generating the thought [of enlightenment], and being fully endowed with the body of wisdom without relying on another's awakening, and so forth.
