1.83

三加意者，有六：一《地論》云「盧舍那佛本願力故加。」二是彼菩薩善根願力故。三得彼三昧，法如是故。四為說此法故加，謂十地等諸位法也。五者十方諸佛各以三業加彼菩薩令說此法，即表諸佛同所宣說。六令彼大眾知佛加說，於彼所說生淨信故。

Third, concerning the intentions of empowerment, there are six: first, the *Daśabhūmika-śāstra* states: 'It is empowered due to the fundamental vow-power of Rocana Buddha.' Second, it is due to that bodhisattva's roots of goodness and vow-power. Third, it is because when one attains that samādhi, the Dharma is naturally like this. Fourth, empowerment is conferred to expound this Dharma—meaning the Dharmas of the various stages such as the ten grounds. Fifth, the Buddhas of the ten directions each empower that bodhisattva through the three karmic activities to preach this Dharma, thereby symbolizing that it is identically proclaimed by all Buddhas. Sixth, to cause the great assembly to know that the preaching is empowered by the Buddhas, so that they give rise to pure faith in what is expounded.
