19.66

疏「若修善」者，即下《正法念經》說。帝釋知修羅欲求，遽遣天使，令觀閻浮之人，為修善多？為作惡多？若修善多，知戰必勝，故生歡喜。若為惡者多，不孝父母、不敬三寶，則生憂悴，知戰不勝。今言「減少」者，兼辯餘時為惡必墮三塗，故人天減少。

Regarding the commentary's statement, "If they cultivate good": this is explained below in the *Saddharmasmṛtyupasthāna-sūtra*. Śakra knows that the asuras intend to attack, and hurriedly dispatches divine messengers to observe the people of Jambudvīpa, [to see] whether those cultivating good are numerous or those committing evil are numerous. If those cultivating good are numerous, he knows that victory in battle is certain, and therefore rejoices. If those who do evil are numerous, being unfilial to parents and disrespectful to the Three Jewels, he becomes distressed and worried, knowing that they will not win the battle. Now when it says "decrease", it also addresses the fact that at other times, doing evil inevitably leads to falling into the three destinies, and therefore humans and devas decrease.
