23.35

疏「約人望行」下，第三揀濫，以經云「如來所行濫於境界，是悲智所行故。」於中，初正揀、後引證。謂佛是能行故，悲智之行是所行。非如於境悲智是能行，真如眾生是所行也，故云「約人望行，摽云所行。」

On the commentary’s "Looking from the person to the practice" and below: third, discriminating ambiguities, because the sūtra states that "the Tathāgata's spheres of practice may be confused with the cognitive realm, since they are what compassion and wisdom practice." Within this, first it directly discriminates, and then cites evidence. That is to say, because the Buddha is the agent of practice, the practice of compassion and wisdom is what is practiced. It is not like in the case of the cognitive realm where compassion and wisdom are the agents of practice and tathatā and sentient beings are what is practiced. Therefore it says, "Looking from the person to the practice, it designates them as 'what is practiced'."
