23.68

疏「若約局言」下，第二釋局答問。「經來未盡」者，〈遮那品〉後無結束故。若來，應具答盡。「二答二兼餘」者，謂正答安立及世界，兼餘三十八問故。

In the commentary, from "If spoken of in terms of being limited..." downward, the second part explains answering the questions in a limited manner. "The sūtra that arrived was incomplete": because after the "Vairocana" chapter there is no concluding section. Had it arrived, it should have answered completely. "Two are answered directly while two encompass the rest": this means directly answering establishments and worlds, while encompassing the remaining thirty-eight questions.
