25.32

疏「一能說力勝具二嚴故」者，即是說因。功德是福德莊嚴，光明名為智慧莊嚴。此以前半力殊勝言釋此無等，下釋易知。

Regarding the Commentary's statement, "First, the power of being able to expound is superior, because it is endowed with two adornments": this refers to the cause of expounding. Merit is the adornment of blessedness, and radiance is called the adornment of wisdom. This uses the words in the first half [of the verse], "superiority of power," to explain this "unrivalled"; the explanations below are easy to understand.
