35.22

疏「亦有引此下文」下，第二傍序異說，即安國法師。於中有三：初正立、二引文證成、三辨順違。初中意明：此中發心是初地證，發心非信成就發心，以其作用殊勝，非地前故。

In the commentary, from "There are also those who cite this lower text…" below, is the second [section]: additionally setting forth differing explanations, namely Dharma Master Anguo. There are three parts within it: first, directly setting up [his thesis]; second, citing texts to prove it; third, distinguishing compliance and conflict. The intention in the first is to clarify that the arousing of the mind here is the realization-based arousing of the mind of the first bhūmi, not the arousing of the mind upon the culmination of faith, because its functioning is superior and not belonging to [the stages] prior to the bhūmis.
