疏「問：此經何要十方同說」者，此下料揀。於中三：初問法同、二問處遍、三論文次。今初，問何要此彼同說十住？那不或有國土說一乘，或有國土說二三等。

Regarding the commentary's question, "Question: Why must this sūtra be expounded identically in the ten directions?": from here down is the analytical examination. It contains three parts: first, questioning identity of the teaching; second, questioning ubiquity of the location; third, discussing the textual sequence. This is the first: asking why the ten abodes must be expounded identically here and there. Why is it not that some lands expound the One Vehicle, while other lands expound the two or three vehicles, and so forth?
