48.38

疏「思所起者謂身語業」者，《俱舍》云「世別由業生，思及思所作。」思即是意業所作，謂身語故。九地廣明。

The Commentary states: "'That which arises from intention' refers to karma of body and speech." The Abhidharmakośa states: "The variety of the world arises from karma, namely intention and what is performed by intention." Intention is mental karma; what is performed refers to body and speech. This is explained extensively in the chapter on the nine grounds.
