60.110

疏「謂見佛智勝利」者，牒前護小。「有為」下，牒前護煩惱行。所以不次者，為順生後悲心便故。

Regarding the commentary's "That is, seeing the superior benefit of the Buddha's cognition": this takes up the earlier protection against the small [vehicle]. From "Conditioned" and below, it takes up the earlier protection against defiled conduct. The reason they are not in sequence is to facilitate the subsequent generation of the mind of compassion.
